Roma children make up some 95%-98% of the children in Special schools in the Czech Republic, Hungary and Slovakia. The process has grown for 15 years as a result of a government financial incentive to local authorities. The funds used are standard normative finance which can be used for anything. But these central governments have CHOSEN to provide these funds through a means of direct incentive to "contain" the Roma, harm their children and deny a future. This upholds a perverted "order" of sick racist "ideals" valued by some in power. In 2004, under European Commission guidance, the European Parliament and the Council of Ministers effectively voted to integrate this system, as it is, into the EUROPEAN EDUCATIONAL SYSTEM when these countries joined the European Union. |
