A Major Constitutional issue

The Romungro have been settled in Hungary for over 650 years and yet these sisters of normal intelligence face denial of educational rights and as a result a disadvantaged future. This is in spite of the fact that Hungary is a full member state of the European Union.


During 2005 several member states in the European Union held referenda on whether to accept the draft European Constitution.

The Constitutional proposal was to consolidate the powers of several European Union institutions. In order for the European electorate the understand the implications of the Constitution there was a need for an appreciation of the real track records of these institutions in upholding European law.

A primary benchmark for all Europeans is the degree to which European institutions uphold individual freedoms and human rights by ensuring that member state governments adhere to European law. As a basic minimum, and in line with the Madrid conditions on accession, at least the governments, administrations and judiciary should be observing the law.

Unfortunately the European Commission, the European Parliamentary Petitions Committee and the Ombudsman have unacceptable standards when it comes to defending the individual freedoms and human rights of minorities. For example, these institutions knowingly tolerate the segregated denial of education of in excess of 250,000 (latest ECRE estimate) Romani children in Special Schools in the Czech republic, Hungary and the Slovak republic in a serious breach of European law. They condone this atrocity by failing to act.

The development of Special Schools

By 1922, Germany had developed the world's finest educational provisions and techniques for assisting children with learning disabilities. But this system was destroyed by the Third Reich and substituted by a policy of "more efficient" euthanasia. The murder of such children took place in Special schools which were used to segregate and then murder such children. This process was also used to segregate Roma & Jewish children of normal intelligence. Nazi "psychologists" were well paid to fraudulently "classify" such normal children as educationally incompetent. Horrendous "medical experiments" were carried out on such children.

In 1945 this function for the Special Schools was terminated by the Soviet authorities throughout the satellite countries in East and Central Europe. During 1945-1989 a socially responsible system for all children with genuine learning difficulties was run by the Communist (socialist) authorities.

This loving, talkative and intelligent Romungro boy has the misfortune of living in a Hungarian village. He is excited about going to school but thanks to the European Commission and an irresponsible government he is going to be very disappointed. He faces a future of segregation and educational denial. So much for European "core values"


But, in 1989, with the collapse of the Soviet system the Czech republic, Hungary and Slovakia governments immediately re-established the Special Schools as a means of enforcing segregated educational denial on Roma children. By 2004 these governments has paid in excess of Euro 2 billion as a bribe to rural local authorities to enforce segregation and educational denial on normal Roma children. This money is not spent to assist these children but "goes" elsewhere. These policies have been sustained enthusiastically by all governments formed since 1989 who assert to the people of the European Union that they uphold democracy, freedom and human rights..

The classic Nazi fraud of paying racist "psychologists" to state that these normal children are educationally defective is the basic technique for sorting out the "paper work". Even the reasons for allocation of Roma children are similar to those written by the past Nazi "psychologists". "The child cannot hold a pencil properly", "The child does not understand simple questions", "The child seems confused". Such comments refer to pre-school children being faced for the first time in their lives by an interview with a complete stranger! Like the Nazi "selection" in the past, occasionally there is not even any pretence at "evaluation" with the single words "Roma" or "Cígany" being considered to be a sufficient justification. As a result of this horrrendous process the numbers subjected to enforced educational denial rose by over 400% between 1989 and 2004. This criminal insanity is official government policy. A bond between neo-Nazis in central government with fellow-travellers in local rural authorities maintains this system feeding their desire for this orgy of racism & money. This neo-Nazi activity operates now.

Welcome to the European Union

Romano Prodi, Gunter Verhuegen, scores of European officials and MEPs know about this. A normal person with feelings and blood flowing through their veins would have reacted with an intent to stop this cruelty immediately. But life is just too good to worry about the brutalization of the futures of over 150,000 innocent European children.

Millions of Europeans, Americans, Canadians and others, died fighting the Nazis, but our current shabby and irresponsible European "leadership" does nothing in the face of this active resurgence of this overt neo-Nazi activity. What is worse is that the European Constitution will strengthen the powers of the very institutions which have permitted this evolution.

The European Commission, for example, had a specific mandate to demand observation of European law by government institutions before accession. However the arbitrary way in which the Commission expercises its "Guardianship of the Treaties" resulted in a failure to do anything in spite of requests by advocates such as ECRE. Indeed, the EU Commission issued country reports which knowingly misrepresented the truth so as to ensure the accession of these countries in May 2004. As a result this whole corrupt system has been imported by the European Union "as is" and continues "as is" as an integral part of the European Union's education system.

A European Constitution?

France and The Netherlands sensibly rejected the European Constitution and they were right to do so. When it comes to defending individual freedoms and human rights, it counts for nothing.
