"Since 1989 the discriminatory policies of Central European governments have created a major economic crisis of which we warned in 1999.

There are now large shortfalls in the Gross National Products of Central & Eastern European Member States.

The CESS system estimates Central and Eastern European economies under-perform to the extent of something like €50 billion each year, equivalent to 40% of the EU Budget. This is a direct result of the European Commission not exercising its mandate as Guardian of the Treaties to terminate transgressions in European Law in these countries. The problem is that whilst pouring our propaganda that the European Union defends human rights the EU institutions protect governments who exercise incompetent national planning pandering to political party motivations founded in racism and human rights abuse.

The mainstream populations pay a heavy price and the Roma population an even heavier one. This is injustice on a massive and unacceptable scale. This represents a re-emergence in the modern era of the most objectionable forms of European Collectivism where a self-propagating elite profess their interest in the people but by their practical actions show their self-interest over-rides the rights of all within a normal democratic society.

The recent accessions of Bulgaria and Romania where typefied by the European Commission failing, as in the last enlargement, to enfiorce the Madrid Conditions and to have exacerabted the situation.

In Europe, the democratic deficit continues to increase and now we see the quantifiable outcome in loss of real incomes and welfare of significant segments of the European population."

Now after 2 years have past since the last interview with Hector McNeill, we have completed a fifth interview as a follow up. This will be posted here shortly and this will cover the issues raised by ECRE during the last 8 years and a considerable amount of work and reporting undertaken durting the intervening 2 years.

Unfortunately predictions made by ECRE are now being proven right, not only in the continued abuse of Roma but now in terms of a measurable and very large underperformance of Central and Eastern European economies. Hector McNeill - Hector McNeill is a development economist. A Cambridge graduate with post graduations from Cambridge and Stanford Universities, Hector McNeill has been associated with voluntary service to low income communities for over 30 years. He has worked with the National Research Council, NASA, United Nations Food & Agricultural Organization, ICO, Manpower Services Commission, European Commission and the World Bank. He has been the projects coordinator of SEEL (Systems Engineering Economcis Lab) since 1984. He was a joint founder of ECRE and currently manages ECRE's Central European affairs in a voluntary capacity.  (return to the top)
